The Nokia 2.3 (2019) makes for a good, if unremarkable, Smartphone for people with a $140 budget.

The Nokia 3.1 (2018), however, is merely mediocre at its $219 asking price, when compared to similarly priced products, and won't satisfy the needs of most people.

In either case, we suggest that you first take a look at some other options at the $140 and $280 price points before committing to one of these - it's likely that you'll be able to find some better alternatives.

The Nokia 2.3 (2019) was loved by reviewers at Wirecutter (NYTimes), a highly trusted source that performs reliable in-depth testing. It did great in its "The Best Budget Android Phones" roundup where it was named its "Budget pick", which, in itself, makes it a product worth considering.

Moving on to the Nokia 3.1 (2018): it was unable to reach the very top of any roundups from sources that conduct reliable and unbiased testing. Nonetheless, it still managed to impress reviewers from a number of such sites, like Android Central, Expert Reviews, slashgear.com, Techradar, GSMArena, and Wirecutter (NYTimes), enough for them to include them on those lists.

We couldn't find any sources that tested both of these Smartphones, so we only analyzed how they performed in reviews from different sites.

We first examined which sources rated each of these best and found that the Nokia 2.3 (2019) got its highest, 7.4, rating from Notebookcheck.net, while the Nokia 3.1 (2018) earned its best, 7, score from Android Central.

Lastly, we compared their average review performance to that of the rest of their competition and found that neither option got received particularly well. With an average rating of 7.4 out of 10, the Nokia 2.3 (2019) performed similarly to most other Smartphones on the market - the overall average review score for this product category being 7.5 - while the Nokia 3.1 (2018) did worse than most, with its average of 5.7 points.

There's one caveat here - a direct Nokia 2.3 (2019) vs. Nokia 3.1 (2018) comparison might not be entirely justifiable due to the difference in their pricing and the fact that some sources tend to give lower ratings to cheaper products because they don't take value for money into account.
