The Google Pixel 4 XL (2019) is a relatively good Smartphone for people that are willing to spend around $130. The Samsung Galaxy S8 (2017), by contrast, is quite unremarkable and doesn't stand out in any meaningful way from other products at this price point.
In both cases, however, we recommend that you take look at some other options at the $130 and $240 budget ranges; in all likelihood you'll find some better alternatives.

The Google Pixel 4 XL (2019) was loved by reviewers at Tom's Guide, a highly trusted source that performs reliable in-depth testing. It did great in its "The best smartphone cameras" roundup where it was named its "Ranked 2 out of 5", which, in itself, makes it a product worth considering.
Moving on to the Samsung Galaxy S8 (2017): it was well-received by reviewers from numerous sources that perform their own objective hands-on testing, including slashgear.com, Techradar, MakeUseOf, Android Central, GadgetMatch, and Gear Patrol. It did great in their roundups - it was named "Best Samsung phone #5" by slashgear.com, "Best Samsung phone battery" by Techradar, and "Ranked 2 out of 5" by MakeUseOf. That alone points toward it being worthy of consideration.
Out of the sources that tested and rated both of these Smartphones, techadvisor.com preferred the Google Pixel 4 XL (2019), whereas reviewers at Expert Reviews, TrustedReviews, What Hi-Fi?, Tom's Guide, ePHOTOzine, WIRED UK, Top Ten Reviews, Techradar, slashgear.com, and CNET liked the Samsung Galaxy S8 (2017) better. PCmag, PhoneArena, and T3 gave them identical review scores.
We also took a look at which sources liked these products best - the highest Google Pixel 4 XL (2019) rating came from techaeris.com, whereas the Samsung Galaxy S8 (2017) most impressed reviewers at Expert Reviews; they earned scores of 9.4 and 10, respectively.
Lastly, we averaged out all of the reviews scores that we could find on these two products and compared them to other Smartphones on the market.
