Different languages have different abilities, and therefore the guidelines have to take this into account. e.g. With most OO languages it's simple to write a ~five line method which can call other five line methods, all working together to result in the desired outcome. However, take a language such as SQL and trying to do the same may be considerably more painful (e.g. MS SQL Server only allows a call stack of 32 levels for stored procedures).
