In the price range of ~$50, the Philips Norelco S3310/81 is a good pick for those looking for an electric razor that would keep the skin irritation to a minimum. Since this shaver has rotary blades that do not get into close contact with the skin, it can cut facial hair without damaging the skin itself. However, this also means that the shaving results are not as close as some people might wish. Also, because of its blade design, the S3310/81 cannot deal with overly long facial hair.
