I think Okular for Windows 10 strikes the best balance. It is highly featured, has good clean UI, uses low RAM (configurable), supports smooth scrolling, supports HiDPI, supports touch screens, allows multiple tabs, etc.

I Installed Okular from the Windows Store. It is really good at being a PDF reader and just a PDF reader. It can manage most PDF files, but you might need Acrobat for more complicated documents like extensive forms. Unlike Acrobat, however, it is much lighter.
