It is based on the rock solid base of Ubuntu and all the goodness of KDE.
Pro Easily make it your own
If you are familiar with the Debian and Ubuntu ecosystem, KDE Neon is very familiar. It's very easy making it you own with all the tweaks you are able to complete if you have Linux Mint , Ubuntu, and Debian background.
For new users, the learning curve is greatly diminished with all of the documentation and a very supportive community.
The amount of customization available is very pleasing. This is a ricers dream Distro.
KDE Neon is recommended for anyone wanting an exceptional KDE experience.
Cons
Con Binary incompatible to Debian
It is like Ubuntu binary incompatible to Debian, so you can't install Debian packages on KDE Neon.
Con Not very stable
Audio is kind of wonky. If you have multiple amplifiers to use via USB or TOS, it's kind of a pain switching between them. Gnome handles this better.
Con Very buggy
Running KDE Neon, VLC crashes, the wallpaper changer does not work properly. There are too many issues to fix.
Con Barebones install
Not a very significant con, but it could have a bit more installed by default (LibreOffice, etc) to make it more usable out of the box. Luckily, if you're missing something you need you can easily install it from the software center.
Con The logout greeter keeps crashing
The logout greeter keeps crashing over and over again, making it impossible to reboot the system in the normal way. The only way the user can do that is by the so called "cold restart". This problem exists in all KDE distros with Plasma 5 and it was never fixed.

It is based on Ubuntu LTS and it doesn't come with cutting-edge apps.
It's not a distro, it's a package archive with the latest KDE software on top of a stable base. While they have installable images, unlike full Linux distributions they're only interested in KDE software.

Pro Uses Packagekit
it uses Discover as it package frontend which uses PackageKit, but PackageKit does not support all Apt/dkpg features and your system will bloat over-time
