Con Uninstaller function limited
CCleaner does not clean up leftover files after an application's uninstaller has been run, nor can it handle uninstalling applications that do not have an uninstaller.

No difference to windows uninstaller. Can't uninstall program with no uninstaller and doesn't even aware of their existance.
