Hey! This question is about manual window managers (with manually defined frames that get filled with windows) specifically, so I don't think it's a duplicate. In other words, I'm not sure if we should flag the question.

No, while there is some manual control, adding new windows may resize existing frames. Manual tiling means all frames are manually defined.

This isn't a duplicate: "manual" tiling windowing are different to dynamic tiling (most of the window managers in that link are dynamic window managers) - See: https://wiki.archlinux.org/index.php/Comparison_of_tiling_window_managers
