I'm not sure what you mean? Both questions ask for options for OST to PST conversion, and that one was asked earlier and already has some comparable options, it makes more sense to add another product there rather than create a separate question for it.
ok, but there are also other question which gives same meaning, what if someone write ost to pst recovery and converts ost files to pst/office 365/ live exchange Sever, all the question you will search in the search box are there for the same purpose, though the way of writing may be different.

That's exactly it, we try to consolidate all the questions that have the same meaning into one, so that it represents the biggest pool of voters. The exception is if you want to scope something down, say, only want to get the products that have some specific feature. You can read more about this in the writing guide.
