What are the best deterministic password-generator programs (ie. offline) for Windows?

My mistake. It appears NOT to be deterministic.

KeePassXC may be a fine password-manager but I doubt that this a valid answer to the given question. Password-managers may have password-generators but they very much tend not to be "deterministic"† and this one appears to be no different.
