This question is quite similar: https://www.slant.co/topics/12808/~apps-for-writers . And the answers are mostly the same.
Aren't they duplicates then? Or are words "novelist" and "writer" different enough to justify two questions?

Yes, the second one is a duplicate that has grown bigger than the original, older question. We're gonna leave this one marked and that one up, since it has more activity, especially recently. Thanks for catching this!

The Windows version is outdated but Literature & Latte just keeps stringing Windows users along. Literature & Latte has been promising an update to their Windows version of Scrivener for several years. When I purchased version 1.4 around three (3) years ago, the website promised that version 2.0 was expected in the fall of that year AND NEW PURCHASERS WOULD RECEIVE VERSION 2.0 FREE OF CHARGE! Scrivener for Windows version 2.0 was never released. Now, 3 YEARS LATER, Literature & Latte is promising purchasers of Scrivener for windows version 1.9 that NEW PURCHASERS WILL RECEIVE VERSION 3.0 FREE OF CHARGE! The release is supposed to be soon, but I would not hold my breath. Meanwhile, Mac users are on version 3.0.--which I hear is great!

One can easily install any languages that the enchant dictionary library supports. It's a lot.

How does the installation process for a new language work?

Is pandoc integration built-in? Because if it's not, this is not a pro for this option.
