They don't offer a pure pay-as-you-go plan

They don't offer a pure pay-as-you-go plan based on resources (CPU, disk space, bandwidth). Starting at $1.99 /mo or 0.003 /hour, as any other mainstream providers, you have to pay a fixed periodic amount. They should be disqualified as a recommendation for this list.

Pay-as-you-go : No monthly or yearly payment whatsoever. You may keep your account alive for 3 years if you want to, without having to pay a dime.

Hey, Thanks for the response. As far as I know from my study related it, you have to always select the needs/specification for your server from the provided plans. This is how pay-as-you-go model works in Cloud Hosting service.
If you do not provide plans and just charge for the required specification then there will be issues in VM allocation policy for the servers.
You are provided multiple plans and as per your need you have to select that plan and use the Instances. This is how major cloud Industry works.

I hope you understand my meaning and sorry for the inconvenience,
