Pros
Pro A true remake/remaster of the original
Not only is it the same assets from the original Command and Conquer: Red Alert series (as well as Tiberian Dawn), this community-driven, open-source project clones as much of the original as possible: from tech trees to unit stats, even including the Allies and Soviets factions' unique units. The only real differences from the original game are balance tweaks to unit stats that prevent cheesey, low-effort high-reward strategies from being abused.
Cons
Con No matchmaking
Like the olden days before matchmaking was a thing, OpenRA has players create or join a match lobby similar to Starcraft 2's, DOTA 2's, and League of Legends's Arcade/Custom Game modes. New, inexperienced players can find themselves playing against veterans or even trolls, and finding a match can be an awkward, off-putting experience to some since it isn't automated.
Con Small community of players in differing regions
It can be difficult to find a match due to the low number of active players. Even moreso, it can be difficult to find a stable match as players of different regions are grouped together in the main lobby, which can cause latency issues during a game (although most players expect this to happen sometimes).
