TIC-80 is an open-source mini retro game engine for making 240x136 pixels 16 color game "cartridges", it has built-in tools for development: code, sprites, maps, sound editors and the command line. There is also a Pro version with some extra features.
Supported languages: Lua, Moonscript, Javascript, Ruby, Wren, Fennel, and Squirrel.
