It has an attractive, intuitive interface; supports several canvas sizes; has several editing tools (pencils, pens, brushes, erasers) onscreen. There is a timeline of panels at the bottom and an animation mode. It seems to have all the basic features one might need to storyboard a project. See More
This product seems pretty comprehensive featurwise and has an attractive user interface. It was easy to get started using it, with several drawing tools and brushes, onion skin (flipping animated panels for comparison), and timeline features. It also has an automated mode where it creates a scene for you from your description, though I haven't tried it yet. It also permits using external editors, like PS and Krita. It is developed by a film production company (Wonder Unit) as open source software and they seem disinterested in making money from it, since they are actively developing it as their own in-house tool.
