Mainly meant for use in Germany. You apply for a SIM card which you activate via a mobile app (one time activation fee is 10€) you than can choose your option either unlimited or 1GB. Unlimited cost 0,99€ per day, 1GB cost 0,69€ a day. Either use your phone as a hotspot or a mobile WiFi router
